could you post some more info on the monitors. you can only use one vga cable or monitor from the dvi outputs on the card.
one dvi port is a dvi-"d", which means digital only. using 2 dvi-d cables should do it if the monitors have dvi connections.
you may also be able to get more vga connections if you use display port active adapter to vga, i think they be mini display port , be sure to check. xfx card says displayport but they are mini display port.
try to use the ones from this list. be sure they say active

also if the monitors have a higher resolution than 1920 x 1200 you will need duallink cables and adapters.
