Processor power rating does not mean it is the consumption at full load. Even at full load, the power consumption of most processor do not reach 80% of its rated power consumption. If you check many of the motherboard reviews, you will find that the reviewers often overclock processors that are rated at the motherboards TPD. So the answer to your original question is yes.
No, the system as a whole will stay under 80% most of the time. The CPU however, when you peg all cores to 100%, and the vcore goes up to it's set specified power, that CPU is at 100%. and there have been reports of some boards catching fire when going over rated TDP. It all depends on the board in the end, and it's always prudent to check in on your system health from time to time to see what is going on.
If he motherboard has a heatsink covering the power mosfets, chances are you can go over the rated TDP quite easily, maybe quite a bit. if the heat sinks are not present, then you can go over a little, but eventually those mosfets are gonna get to hot, and things will start happening. in the case of some...they catch fire, in the case of others...they just fail, and bye bye board, and maybe bye bye CPU. you can always add heatsinks to the mosfets, gives you a little more room.
