I have 3GB of Wintec AmpX PC6400 DDR2 800 MHz memory. So, CPU-Z should report it to have a 400 MHz clock speed. However, it only reads as 380 MHz. I double checked that the speed was set to 800 MHz in the BIOS options and I gave it .1 more volts - didn't do anything. Is it normal for the memory to run 20-30 MHz below what it is supposed to?

Maybe it has something to do with your timings.

if you are using a am2 cpu that uses an odd muliplier then yes it will underclock it. my x2 6000 used a multi of (200x15=3ghz) and it clocks the ram at 375 at stock speeds.
to get the ram to run at 400 I have to oc a little (215x15). the even multi's don't have this issue.

Ah yes that explains it. I'm running a 5200+, which is 200x13 = 2.6ghz. I don't really have the proper PSU and cooling to overclock, but I'm sure I can kick it up 10-20 MHz to get the desired RAM clock. Thanks.
