I have server with AMD Opteron(tm) Processor 246 and customised
kernel(2.6.9-100.ELhugemem) in it. When i am checking processor using
dmidecode, it is displaying a speed of 2000 MHz where as with /proc/cpuinfo
it is showing the speed as 1000MHz. Can any body explain this and also let me
know what speed it really works ??

Well, if PowerNow is enabled in BIOS and supported in the kernel(which it usually is), then it is probably showing a current low-power state/speed of 1000MHz. The rated speed of a 246 is 2000MHz.
