When it comes to water cooling, just as Mime said, don't expect better results with a lower end water cooling kit. If you want something good, you're going to have to set it up custom and choose all the parts yourself.
Nowdays, you can actually chill the water running through your pipes. This can be done with Swiftech's water chiller block, it's a nice little gadget, and will obviously drop your temperatures quite a bit.
