my system specs
amd phenom ii 965
8 gigs ddr 2 4x2 pc800
4890 raideon 1 gig
2x 640 gig wd in raid 0
750 watt antec

when i ran gta 4 in win 7 it ran smoothly but in windows xp the fps dip heavely really drags on the eyes did a bench to compare to the one in win 7
win xp 64 bit = 23.2 fps
win 7 64 bit =57.4 fps
so yes all the way thru the game it bogs hard
nothins overclocked then or now
any tips or is my only choice to go back to win 7 64 bit
i have a biostar motherboard i downgraded cause i dont think its quite
compatable with 7 i had several restarts unexplained restarts thats why i went back to xp i no longer have the restarts an besides for gta 4 games play smooth
i had that irratating power issue usually when browsing the web but happenned at other times as well

Well to my knowledge, theres practically no support or updated drivers or anything for windows xp(64 bit), that could be why your gettin such a bad frame rate.

GTA 4 = game engine fail. It's totally unoptimized and cr4ppy engine. That added to the lack of support for XPx64 gets about the result you have.
