In Hong Kong, nearly all cybercafe that would be a crowd in weekneds are extremely noise. It make performance drop because We cannot listen very well.
I played RvS (Rainbow Six 3: Raven Shield), with so-called "sound-mode". I can listen very well and predict enemies accurately, but the noise in the cybercafe make it fail. No headphone used, everyone just selfishly turn their own speaker as loud as possible. WTH. Beside, they are no so clean and somehow a bad fungal smell there!

Korean's PC room are silence, everyone are using headphone. Environment good, tidy, clean with out fungus smell.

How about the JAPAN, US, UK....etc?
