Cool and Quiet is an option in BIOS. It allows the CPU to be throttled back when not under load. By reducing the operating speed it reduces power consumption, heat, and if they are on automatic also the fan speeds.

I have a 7750 BE, on gigabyte motherboard practically the HSF is running out of control .I am not able to play games and my CPU is literally shaking by the fans speed.. i also installed two external outlet fans almost equal to the HSF no result.. ...What to do ?
I had the same problem and I found a good solution.
I'm using 7750 amd cpu on a m3n78 motherboard.
By default the cpu voltage was 1.4v and the cpu temp raised to 67-70celsius when gaming. I now use k10stat to lower the voltage to 1.1v and the system is stable and temperature now stays under 55celsius at all time.
7750 should work at 1.05 to 1.325V according to amd website.
I guess the bios update is a good soluition, but if you want your cpu to be even cooler (for quiet purpose) try k10stat.
sushain: cool n quiet is not a software it's a bios option, just set it to enable. The cool n quiet software only display the hardware in action and doesn't allow you to do anything,
