I heard that there are new Rev.E X2 4800+ CPU out, and these new Rev.E CPU's can handle Memory speeds of PC3500, PC3700, PC4000, (or 433, 463, 500mhz.)

The X2's are revision E parts.

And yes, revision E parts do have newer memory dividers, but the motherboard has to allow for them as well.
