Is there a possibilty to fix the cpu to the cool n quiet frquency of 1000 Mhz ( for the most purposes this will be fine).

Uh, i guess you could underclock it in the bios by keeping the Base clock at 200 mhz and dropping the multiplier from 11x to 5x.

Lower the multiplier, though I can't see why you'd spend money on a 3500+ and run it at 1GHz.
