I just upgraded to a AMD FX-6 6100 Black Edition 6 Core 3.3Ghz Socket AM3+ with a Asus M5A99X EVO 990X Socket AM3+ Motherboard. However when running the AI Suite and a Core Temp program it shows that the cores are running at 1610Mhz. When getting into windows it shows up as 3300+ but then drops down to 1600 or there abouts after a few seconds.

I tried setting the cores to 4 in windows 7 64bit and it shows all 4 running at 3300mhz constantly.
Why am I only getting 1600 when using all 6 cores?

I have windows 7 64bit but please ask any questions and I will provide the info, I hope someone can help.

My first thought is it is set to throttle down during idle. This is normal if the Power Option in the control panel is set to Balanced. Try setting it to Performance and see if that brings the CPU up to a constant full 3300 MHz speed.
Also, are you using bios version 0813 or newer?

It is throttling down from the power saving features. it throttles back up when you run programs. It's only there to save on your electric bill.

In other words you system is running as intended as is just fine.

if it bothers you, you can disable the power saving features in the BIOS. some of them are:

cool and quiet
C6 and any other C-States listed
APM
etcetera
