The AMD Dual-Core Optimizer helps to correct the resulting video performance effects or other incorrect timing effects that these applications may experience on dual-core processor systems, by periodically adjusting the core time-stamp-counters, so that they are synchronized.
basicly it means that in some older program's, it will help run better with duel core. it will not effect all programs. like when i run Bf1942, i get major hangups on a 3800 duel core. but with the optimiser in, it works (almost, although that is not the fault of processor/optimisers) fine.
