I recently bought a retail AthlonXP 3200+ CPU. The heatsink that it came with has a little plate attached to the bottom of it using four screws. The plate is aluminum in color but is quite heavy for it to be aluminum. Has anyone else seen these? What type of material is this plate made out of?

Could be aluminium washed copper...

Seen it done on other things before, sort of like copper or nickel wash on steel case ammunition...
