I have a Xp 2600+ processor. on a MSI KM4M-V Micro ATX Motherboard. The CPU temprature is about 55c when idle and reaches 67 at times when loaded. Being a newbie i dont know how to handle this but think the temprature is high. i have seen the temprature in the PC health status when we reboot. setting the shutdown temprature to 67 made the CPU being shut down when loaded. this is when the room temprature is about 25. My case has no air circulation problems and i have checked for the heat paste between the sink and the CPU. How do i make sure that the tempratures read are accurate. Detailed replies would be appriciated.

First, try this...

After a full load is put on the CPU, shut down the PC, and immediately feel the heatsink (near the socket). If the heatsink is warm, then it is an inaccuracy. If it's hot (painfully), then we'll move to cooling options.
