From my understanding JIXIB's are part of a sort of "freak cpu" that comes along each generation. They are those key CPU's that seem to overclock to ungodly numbers.
One comes along about each generation.
For example I owned a 500mhz Athlon Slot A, but it overclocked all the way to 700Mhz. Why? It was really a 650Mhz core down-graded at production in order to fill a quota.
There are several reasons that freak chips come to be.
First the production processes starts pumping out faster CPU's before all the slower CPU's are sold off.
AMD is then forced to underclock these CPU's and sell them as a slow chip.
A CPU is near it's max speed, and the die is decreased in size.
Die shrinks instantly increase the CPU speed without any change in design.
(Again older CPU orders may still need to be filled)
As more and more versions of CPUs become produced the newer processors are only spot tested. Resulting in come versions that are better then others, but where not fully tested as such.
As far as releasing other steppings instead of sticking to JIXIB's is that the JIXIBs still have their limit, a newer stepping should in theory clock higher once it's production is tweaked.
