Your mobo has the VIA KT133(non-A) chipset which only supports a 100MHz FSB (200MHz DDR).
Unlike the older Morgan-Durons(Model 7, up to 1.3GHz), your 1.4GHz Applebred-Duron(Model 8, 1.4GHz and up) has a 133MHz FSB(266MHz DDR).
Because of its 133MHz FSB, this CPU is not supported on your mobo...the only way to get it to 1.4GHz would be to change the multiplier to x14.0 if possible. Physical modification of the CPU would be required for that, tho - and even then it's not guaranteed to work...
As for specs, your CPU is a 1.4GHz AMD Duron, model 8('Applebred'
- 0.13µ Process, 133MHz FSB, x10.5 multiplier, 64KB L2-cache, OPN: 'DHD1400DLV1C'
