Hiii. Many problems.

I have 512MB DRR PC-2700 powering my Athlon XP 3200+, but i can only get it to run at 1.1 GHz, and not 2.0. Also, most programs crash like crazy almost rendering my PC useless. Do I need better RAM or is something else the problem? This is a newly built PC, here's the specs.

ECS KT600-A
Athlon XP 3200+
NVIDIA GeForce FX 5950 Ultra - 256MB - 475MHz/950MHz
Crucial 184 Pin 512MB DDR PC-2700
Western Digital 80gb HDD

It effects every program I use. Internet explorer chrashes mostly when it runs plug-ins (java, flash, ect.) Java based apps don't run at all. It's the same with windows media player, photoshop, and my dvd decoder. I've had this computer "running" for about 3 weeks like this and no one seems to know exactly what the deal is. I used to get frequent system shutdowns and BSOD, but that has stopped. The bizarre thing is that most of the time there are no error messages. Just *poof* bye bye winamp. Are these symptoms of any known error with the mobo/cpu/BIOS?

Any help would be MOST appreciated. Thanks.

What is the true output of your power supply? Not the wattage(W), but the amperage(A) ratings? This information is printed on the sticker of the power supply.

+3.3V is ?A
+5V is ?A
+12V is ?A
+5vsb is ?A

An underpowered power supply can cause all sorts of problems...

Also, you should ditch your ram, and get yourself some PC3200 - you are now not able to utilize the full potential of your processor.

Sounds like you may have many settings wrong. PC2700 ram is for 166fsb, the XP3200+ runs at 200 fsb, being your running at 100 fsb right now for 1100mhz, And I bet you have the ram set at spd for 166/333, your running seriously Async, which AMDcpu's do not like at all. Now that 3200+ should run at 166 for 1823 mhz without a problem. It will just be recognized as a XP2500+. But the ram should be set to manual and 1:1 or 100% so the ram and CPU are running at the same speed. But as AMD808 mentioned, you need PC3200 to realize the full potential of that CPU. Ram is backwards compatible, meaning higher numbers can run at slower speeds, but it is not forwards compatable, You can only run a little over the rating. Ram specs are as follows.
PC1600/ddr200=100fsb
PC2100/ddr266=133fsb
PC2700/ddr333=166fsb
PC3200/ddr400=200fsb
etc.
