I read that different Sempron processors have different memory controllers which effect the maximum speed of memory which can be used with the processor.

My question is, if Sempron 145 can run 1600Mhz DDR3 memory, without it will automatically clock down them to 1333MHz?

Note: My motherboard support DDR3 1600MHZ

It can run 1600MHz RAM, but default it at 1333MHz. To achieve 1600MHz you will have to overclock/manually set the RAM to 1600MHz (fsb/ram ratio).
If your board BIOS supports core unlocking you might want to try unlocking second core.
