The 3100+ won't be able to run 64-bit apps because it lacks AMD64 support. HT speed should also be the same as current Socket 754 processors. Everything you said is correct, as shown here:

The Semprons aren't crippled chips, but most likely the re-name and new PR's are just a way of clearing out an overstock of T-Bred B's. Although the 3100+ is not really crippled, but might not have passed the tests for the higher speeds, so AMD disabled the 64bit part of the chip.

Just a few theories.
