I got a ECS KT600-A mobo with Sempron 3000 but it won't run at 166Mhz CPU Frequency.

I tested it with PC3200 Corsair XML DDR RAM and it still won't post. What are the chances of getting a CPU that is suppose to run at 2Ghz but will only get to 1.8Ghz or 155Mhz CPU Frequency?

Reason why I think its the CPU is cause I have tried 2 different sets of RAMs that I know runs at 166Mhz CPU frequency with no problem at all. Also when I remove the RAM and boot the CPU at 133Mhz CPU frequency it beeps an error so my guess it that it got pass CPU test and doing RAM test and detected the missing RAM. But when running at 166Mhz CPU frequency it doesn't go that far, no beeps at all, just blank monitor.

Any input would be much appreciated.

What are your power supply specs?, And what brand of video card?
