The Socket 754 Sempron 3000+ may be faster or slower in some applications than the Socket A Sempron 3000+, with a little advantage for the Socket 754 Sempron 3000+. Keep in mind that those new Socket 754 Semprons are based on the K8 Architecture, it is much better than the K7 Architecture and with less Frecuency and Cache L2 it can have an averagely equal performance (In some applications, higher Frecuency or Cache L2 may matter more than the architectural advantages than the Socket 754 Semprons got over the Socket A Semprons). Plus, you got the chance to upgrade later to a Socket 754 Athlon 64.
