I recently bought a laptop with a sempron 3000+ processor (Dublin Version). When I run CPU-Z, the program says that the core speed is only 800Mhz. Is this correct? or is this the minimum speed. How can you reach the maximum speed?

This is likely the PowerNow! feature on your processor.

This reduces the speed of the CPU during idle stages, or when the full speed of the processor is not critically needed. This reduces power consumption, thus having a longer battery life.
