Im using a MSI KM4M-V motherboard with a AMD Sempron 2600+ Socket A Processor its running at 1.47Ghz and its supposed to be a 1.83Ghz. Please help me fix this so I can get the correct procceor speed.

Your Sempron 2600+ is running at 133 MHz FSB with an 11x Multiplier (1466 MHz) when it should be running at 166 MHz FSB with an 11x Multiplier (1833 MHz). Check your Motherboard Manual in order to know what you must change (It can be either an option in the BIOS or a Jumper in the Motherboard itself) to set the FSB at 166 MHz, that should fix the problem. I hope that this helps
