I currently just bought a amd sempron 2800+ with a new motherboard.
Sis 760gx-m

My problem is my cpu speed is onyl running at 1.6 ghz. while it says it runs at 2.0ghz on the package that i bought.

One other problem is my graphics card. I had just downloaded the newest drivers. Cata 5.9 for my Radeon 9600 but when i open some games up it shows my Frames per second very very low.

I was wondering if someone could please help me with my problems, i would appreciate it very much.

The sticker thats on the pacakge, do you know who put that on? Is it a retail type sticker? The reason I ask is because the 1.6ghz is correct for a socket 754 Athlon 64 2800+.

Second, did you make sure to uninstall the old drivers first? Either way what I would do is download a program called DriverCleaner Pro (Free from driverheaven if I remember correctly) and you clean all ATI Drivers that you can find. reboot and reinstall the drivers.
