Does a 1210 have the same performance as a 2210 when only running one CPU ?

The 1210 should be slightly faster because it can use "normal" unbuffered DDR2 RAMs.
The 2210 uses registered DDR2 modules, which are a little bit slower.

However, if your application is CPU bound only, then both CPUs should perform equally.

also, they require different motherboards.
1210 = AM2
2210 = socket F
