Add more RAM, 2 GB is not really enough for any version of Windows newer than XP. You are very likely swapping a lot to the HDD, which slows things down a LOT. An Opteron 1385 is equivalent to a lower-end Phenom II X4, which is plenty fast to run Windows 7 on. I run Windows 7 64-bit in a virtual machine and it runs pretty poorly if I decrease the RAM it can use to less than about 3 GB. It runs very well when I let it use 4+ GB of RAM, despite only being allowed to use two 2.0 GHz CPU cores versus the four 2.5 GHz ones you are using.
