You mean that the programs aren't reporting 1400mhz and 400mhz exactly?
This is due to a few factors... First off that 1400mhz is really closer to 1399.95mhz when running, the same for 400mhz, it is really closer to 399.95mhz.
This is due to the "Base Clock" of the crystal on the motherboard that drives the PLL's that generate the other clock numbers.
PLL's are Phase Lock Loops, they take a slow clock in, and duplicate and speed it up, and give a higher clock rates out.
The base clock on my SK8N reads 24.576mhz

When multiplied mutliple times, the actual MHz will vary slightly due to the fractional variations in the clock.
So this is normal and fine, it also can be a counting issue with the software clock readers, that miss a few Mhz, while the CPU does low level tasks.
