I have a Fujitsu-Siemens Celsius V830 workstation with 2 optron 254 processors. Workstation has two operating systems Linux-Suse10 and XP (pro32).
When running in XP both processors are running max all the time (and so do fans).
When running linux fans become silent. I updated the BIOS to latest version. Updated Optron drivers. Nothing helps.
Can some one help?

I started writing the usual you might consult your dealer note but re-read your multiple installations and figured your expertise was up there a bit. I have to ask the standard questions. Are you running any Anti-virus solutions or Sypware programs? Anti-trojan stuff also might be included in Anti-Virus.
I get full cpu utilization from a distributed computing client Folding@home. I have dual 246 opterons in a supermicro board and chassis.
I would double check with a email to the motherboard manufacturer Fujitsu-Siemens or whoever, and double check for heat related issues to make sure you are running at a safe temp while you figure it out.
I found my fan situation was in the bios but the processor did NOT have the same issues as yours. They ran at appropriate speeds and cpu utilization.

Whats using all the resources in the taskmanager, or is it the system idle process?

Taskmanager shows 0 to 3% usage of processors. There is no heavy application running. I use dual boot. Computer is working fine under Linux (SUSE10 64bit). It seams that SpeedStep is not working under XP.

yeah, make sure acpi and "powernow" are enabled in the bios, speedstep is intels power management thingy.

There is no such settings in Bios. Available power settings are: ACPI Resume on PS/2 device ACPI S3 Wake on PMI

The online-support from Fujitsu-Siemens does not help very much. I tried to find the manual but all manuals that I found said something like: "For BIOS settings look into the BIOS-settings-manual." But THAT manual does not exist. :-/

I finally solved the problem. I changed the power scheme to "Portable/Laptop" in "Power Options" (under Control Panel). Frequency of processors droped to 1000Mhz and fans are working silent.
