I heard from a while back the 760s series had PowerNow capabilities, but the PowerNow for the XPs says the MPs are not supported, anyone know if Athlon MP 2800+ have powernow capabilities?

No. Only mobile processors and platforms support PowerNOW! on 7th generation AMD processors - 7th gen = Athlon XP/Athlon MP/Duron/Sempron(Socket A).
The AMD760 MP/MPX chipsets do support Power Management, but only the usual ACPI Power States, Stop grant, etc, NOT PowerNOW!
