Well if your temp readings are accurate then the temps are too high, the max temp recomended is 63C..!!
So the fact that your idle temp is => than the recommended max temp, its safe to say that the temps are too high..!!!
You might want to first check with some other monitoring tool your temperature readings thought, there are plenty avaialable...!!
Try downloading a few and checking the temps in each of them.

To name a few..... my favourite is Everest, and there's a new version just been released as well, v.5.0 you can download a trial version from the Lavalys website.
If after checking with a few different apps, your temps are confirmed to be accurate, then you really need to address the problem, you can try re-seating the HSF and applying a good TIM like AS5 or MX-2, or Ceramique....!! If the problem is still there, then you might want to consider replacing the HSF with an aftermarket cooler, again there are a variety to choose from, depending on your needs.... quitness with reasonable cooling, or max cooling with noise or something between the 2....!!!!
First thing to do is to make sure that the readings are accurate though...!! What are you using currently to monitor the temps...????
