I remember when i brought this PC, i was complaining about fan noise coming from the AMD Phenom II 965 BE, it's no longer making noise and i am afraid it's not performing as it should anymore which is the reason why i am getting higher temps, how do i check processor fan speed? and how fast should my fan be running in RPMs?

Many use a program called Speedfan, but sometimes it can be tricky to set up correctly.

3310 RPM, is that normal?

Think that is about normal for a stock fan. Think you need to open up case and see that no dust has built up on fan&heat sink. Do the temps look good?
