Answer:
I was under the impression that Cool'n'Quiet used higher ratios that 50% for clock speed. The Intel CPUs I have seem to drop to about 2/3 of rated frequency, and the low-frequency Core2Duo only seem to drop the multiplier by 1 (they probably do no get so hot).
Well anyway, I did some tests on this Phenom X4. I turned off Cool'n'Quiet and dropped the multiplier a little at a time. With multiplier of 10 (instead of nominal 11.5), I still get more throughput than 11.5 with Cool'n'Quiet.
Probably with a good cooler, I could just turn off CnQ.

I have a Phenom X4 (Agena) running Centos 5.7 linux.
In the system monitorm the CPU frequency flips between the nominal
frequency of 2300 MHz and 1150 MHz (50%). Now I do not believe
Cool'n'Quiet behaves thus, and anyway 1150 MHz is not a valid core
frequency, unless the BIOS was dropping the master clock from 200
to 100 MHz.
So what gives? Is this linux not measuring the CPU frequency right?
There do not seem to be many CPU speed utilities for linux to get a
second opinion.

Turn cool and quiet off and that should solve your problem.

Actuly that is how C&Q behaves.

My 9850 would drop to 1250Mhz from 2500Mhz when C&Q was enabled and it dose it by dropping the multiplier not the bus speed.

PII 1100T (Extinct)
Asus M4A78T-E (should be Extinct)
4Gb of Corsair XMS3 1600Mhz DDR3 (Going strong)
2x1GB 5850's (On their last lags)
Corsair HX850W (Awsome)
NZXT Phantom case (too ***** big)
