Is there a way to turn this off through BIOS or something? It throttles the CPU down when it's not "needed".

Right click on the desktop, go to screensaver, and click on the power button. Then, change the power scheme to home/desktop and it should disable power now.

I would only do this if he doesn't use it too much when it's not plugged in.
