Desktop-motherboards DO NOT support PowerNOW! - so you won't get dynamic adjustment of clockspeed and voltage depending on CPU-utilization.
However, most motherboards based on a VIA-chipset will allow adjustment of both voltage and clockspeed(via multiplier) from within window$ if you use a software called

Unlike their post week 40 desktop-counterparts, multipliers are NOT locked on mobile CPU's, so you can just set the desired voltage and clockspeed in BIOS, even if CPUMSR won't work with your mobo - no dynamic adjustment in Window$, tho...

If you want to buy a motherboard specifically for running mobile parts, i would recommend a VIA KT600-based model.
Personally, i think you should stay away from µ-ATX motherboards, since most of them offer only a limited set of options in BIOS.
