Okay, I found the answer. Install the last AMD K8 Driver. 1.3.2.0053. It is throttling in XP.

Would someone please let the engineer at AMD know that C-50 processor stuck at maximum speed at 1.0GHz. It will not throttle down to P1 in idle state (800). I change the power scheme from max battery to portable/labtop to always on. All result in the same speed at 1000. I tried to use the K8 driver, microsoft cpu driver, and intel driver and it will not throttle. The labtop come with Win7 but I dislike it because it's a step backward. For me, WinXP is still the future and depending on the outcome of Win8. Anyway, would AMD please release a driver for this processor or the Fusion series? Thank you!
Btw, the processor throttle just fine under win7. fyi.
