Powernow must have been enabled. It controls your CPU speed dynamically to conserve battery and heat output. Thats the reason your cpu clock speed is reading 994MHz. It should go up to full speed as and when needed. The lower amount of RAM is probably due to the memory being shared with your graphics card, since the graphcis card does not have its own memory it uses system memory instead.
Try
CPU-Z. It is a much more accurate program to determine your CPU speed and amount/type of memory.
