I have an HP dv5020us with a Turion ml-32 1.8. The problem i'm having is that when I look through the system specifications through windows, it says the processor is running at 1.58ghz, also confirmed by everest home editon at 1.60 (8x200). But when I access the bios, it states 1800.

Do I have a faulty processor or is windows just not reading the processor correctly?

Go to control panel, power options, set it to "always on" and it should run its rated speed. Basically Cool and Quiet is on is why its not running all out all the time. This decreases heat and power usage usage so its a good idea to leave it on in laptops.
