Usually, it is recommended to update your BIOS to the latest version before you upgrade your CPU to a newer/faster model.
With brand-name computers(like HP, Compaq, Gateway, etc.), you often encounter the problem that BIOS-updates are either not available at all or that the updates are often outdated and/or of little help when trying to upgrade your CPU.
In your case, however, i don't think this is necessary as there is not really any difference between a 1GHz and 1.3GHz Athlon(except for clockspeed)
