Please tell us more about the motherboard in question hardware-wise. If you can post the BIOS ID string, that will help to authenticate your motherboard.
As a start, do you allow Win98SE to control the swapfile, or have you manually adjusted that? Real RAM is always faster than Virtual RAM, so it always pays to max out the machine hardware-wise.
Can you tell us which AMD is in-place? Just post the markings you read on the CPU face.
