No. Do not use the XP1600 heatsink on the Athlon 1.4
The Athlon 1.4's had a maximum therotical thermal output of ~ 72W
The XP1600's maximum thermal range is ~48-63W depending on core type.
Your best bet would be a heatsink designed for a Palomino XP2100+(~72W) or a Barton XP3200+(~77W)
