What is the error that you are getting ???
I believe that any ***.vxd file is a video device driver, and it must be specific to your particular system, because I just did a 'Find files or folders' on two Win98 systems, and neither one has the file you quoted on it.
When I checked a third Win98 system that is running an add-on vid card AND a K6-3+ 450, it has that driver in the C:\WINDOWS\SYSTEM\VMM32 folder.
So, since it's not always a part of Win98, what is it? A driver for your vid card?
I think it's time to ask you to please, do everybody a favor, and put everything that you currently know about your system's specifications into your 'Signature' by hitting 'Profile' (at the top of every page), then scroll down and 'paste' all your details into the 'Signature:' box that appears.
