i'm runing a duron 1200, and recently my system has started rebooting suddenly at seemingly random times.

when this started happening i noticed that the cpu temp was almost 70 degrees, popped the cover on my case and cleaned out the heatsink (a thick layer of dust and other gunk had formed on it). its been running steady at 50 degrees since, but is still rebooting at seemingly random intervals. could this be due to permanent damage caused to the processor when it overheated?

No, but you can try running memtest86 to check for memory problems.

Make sure you re-placed your hsf correctly and re-seat the video card, too.
