is there any way to tap into a wired internet network (with the host knowing) and create a wireless network, making it as low profile (discrete) as possible. Also are there any other ways to gain internet access without paying monthly fees such as broadband?

On the first question, yes either a wireless AP/Bridge or wireless router, but you would hide the SSID.
Free interenet access, well its pretty hard to find a place with free access. But its possible.
