I believe that is correct. As long as the server has the license then the workstations shouldn't need 2003 licenses. Just in case though (they have some wierd licensing stuff) I would try e-mailing their support, especially since I bet you are setting this up for a customer.
EDIT: Ah, they charge $99 for e-mail tech support and $245 for phone support so nvm.
