hi I just got impressed by the PrivateMessage Notice function of the board (when I get a PM, a new window opens informing me!.

Is this a PHP board? Not matter whether it is or not, is the source code available? what license? and where?

If it's closed source, can I have a tip how it is done or point me to an open source implementation of the same idea?
