Did you purge your old drivers before installing new ones?12.10 is the worst one for my 7850.I am using 12.6 and i see the problems alot less.

I use driver sweeper in safe mode after I uninstall the drivers. Cat12.6 is worse than cat 12.10 for me.

Windows 7 or WinXP? Just to be sure, I know you mentioned that DX11 is enabled...
Well this is at least first reported case of flickering in DX10+ game, but also only. There is quite a lot of videos on youtube with BF3, HD 78x0 without any trouble.
Do you have possibility to try different HD7000 card in your system?

Windows 7. I checked DX11 in BF3 using the console cammand. No unfortunately I don't have another HD7000.

Try OCCT or similar stress test. If it causes system to reboot or detect errors your graphics may be damaged. Try to clock it on stock voltages.
Also reset catalyst to factory defaults.

I think I may have isolated the problem. I downloaded and ran MSI Kombustor to test my 7850 and noticed a few interesting things. Here is a video.

While the cube field on you can see the black areas appearing on the cubes Then when post FX is turned on you can see vertical lines onscreen. But when they are both turned off no problems.
Oh I couldn't get the computer to crash in either OCCT or Kombustor. At stock clocks the temperature didn't go above 45oC with fans set to auto.

Try to reproduce it on different computer with same graphics and then try different graphics...
Also try different driver version.

1. Skin flickering in Skyrim 2. Save on "flickerspot" in Skyrim 3. Save on "flickerspot" in Witcher 2 4. Civilization 4
Catalyst 12.2: 1. Present - lower rate 2. Not flickering 3. Not flickering 4. Rare flickering
Catalyst 12.3-12.4 1. Present 2. not flickering 3. not flickering 4. Present
Catalyst 12.6 1. Present 2. Present 2. Not Flickering 4. Present
Catalyst 12.8 - Catalyst 12.10 - Catalyst 12.11 Beta 8 1. Present 2. Present 3. Present 4. Present

Its been a long time since i last posted since i was waiting for my HD 7870 to RMA , finally after 2 long months ! Its back.
So this is what i learn now.
Im using the latest 13.1 Driver
Skyrim , Torchlight II , no more flickers ( so far i didn't really play that long )
But in Borderlands II , it seen a few , but very very rare , and its not so obvious , usually just a small patch , just slight split sec , it only happen once , never repeatedly like back then most flickers does.
So it isn't so obvious.....
Maybe could be only me , anyone else seeing any flickers in Borderlands II or in other games with the new 13.1 ??
I haven't test other games , since i just got the card back today....
Hope the problem will be fix soon , or least not fix i guess if its fixed and now im still seeing them , damn....something must be wrong here !

Ok, lets share first results from testing of catalyst 13.1
Skyrim on standard Multisampling AA. Random gaming = no flickering observed. Flickerspot = Game flickers once and then its ok. Skin flickerring = still present
Skyrim on Supersampling AA: Random gaming = minor flickering New flickerspot on different place (one of the towers near Whiterun) Skin flickering = still present
Witcher 2 Enhanced edition: Random gaming = not visible Flickerspot = Again one flicker and not anymore
Witcher 2 Enhanced edition with Ubersampling: flickering on all spots slightly increased.
Starcraft II: With this catalyst I can finally confirm presence of flickering even in this game.
Generally the flickering became more predictable and currently shows some minor connection with sampling mode.

Hmm as i mentioned i don't see that much on Skyrim , but there are still some present , but i can't entirely point out what parts. I will test Skyrim longer , i only tested for like 1 hour can't say much.
But i can say its alot better compared to 12.10 !
Not sure about Witcher 2 yet.
SC II , i can coinfidencely say i don't see any flicker during in game , but during a certain cinematics during missions , you know when you click on the objects and it start talking etc. There i seen some presense of flicker , only there so far.
Will update on this soon , since i palying SC II most now.

Trying to eliminate Skyrim flickering is about as easy as straightening out a hunchback. New techniques are showing why http://benchmark3d.com/benchmarks . I would try the 13.2 beta's.

When it comes to microstuttering of any kind it mostly indicates bad synchronization between parts of the system. Setting game affinity to 1 core will eliminate the problem in some cases simply by fact that single CPU core dont need to be synchronized with other cores.
2 or more cores finish the job As fast as possible, and frames are stuck on graphics while GPU can hardly sync those frames if they are generated in incorrect timeframes.
Yes, Skyrim has very crappy engine, and AMD driver is not protected against it.
Flickering is however different issue.

I believe i have found one functional workaround.
in CCC keep "Use applications setting". Then select "antialiasing method" to "supersampling".
In game/3d engine select antialiasing at least 2x or higher.
For me this workaround fixed:
- Flickering and "battle starts" in World of Tanks - White flickering in Skyrim (on flickerspot) - Flickering in Witcher 2
More games to be tested.

This garbage 7xxx series has been plagued with flickering and other idiotic problems from the start, took 3 months to even get a usable driver... if AMD can't fix these stupid problems after all this time, they can forget ever doing business with me (and deal with more anti-AMD posts on all the games and forums I visit)

Just wanted to tell everybody that my experiance on CS: Global Offensive has become worse when i moved from 12.11Beta to 13.1.
The flickering is much more common and different. Now the flickering sometimes has white colors and it occurs in diffrent areas.
In 12.11Beta the flickering was as good as fully eliminated, but its back on the 13.1 drivers, and not just for a little!

Tested Catalyst 13.2 beta 3
Civilization 4 Black flickering - Not observed in quick, but intensive 30 minute gameplay
Skyrim: Black flickerspot - nothing at all White flickerspot - fixed previously (2 hours ago). vcredist packages removed, last WHQL reinstalled. 13.2beta 3 installed. and white flickerspot is clear "Facial flicker" also known as "skin flicker" when game character fades out/in. Still present
Witcher 2 EE: No type of flickering observed. (black, white, transparency) Flickering which was observed is also present with different cards.
World of Tanks: No flickering observed yet. "Battle starts" however is still blinking. Have to re-test with different GPU.
To be tested: Starcraft II
I will keep my final verdict to the future, but... the main problem seems to be fixed.

the answer it's simple amd graphics suck!i regret having bought amd graphics.i have a lot of problems playing games such as call of duty and wow!NVIDIA IS THE BEST EVER!DO NOT BUY AMD GRAPHICS NEVER AGAIN!
