Hello, I,m Dutch, so my English is not perfect, sorry for that.

I have a Radeon HD 4200 graphics card in use on my PC with Windows 7 Home Edition 64 bit.

During live stream broadcasting I recieve a cinema projection with black aria's above and under what I actualy see on my monitor screen.

I believe that Flash is the reason of this.

How can I switch to a full screen mode?

It's not unusual for DVDs to have the black bars on top and bottom. A normal 16x9 screen is not wide enough to display an unaltered theatre size movie.
Switching to full screen would distort the picture or cut some of it off.

Aye, since films are shot in a multitude of aspect ratios from 4:3 (TV movies) up to 2.66:1, unmodified movies will not fit to the screen unless they are shot at 16:9 (or modified [cropped] from their original versions)
