Does the 2nd GPU on HD6990 do anything when running in Non-Crossfire mode?

I normally play games in windowed (non crossfire) modes .... if I use an HD6990, will the 2nd GPU get used at all when not running in crossfire mode? Or does the 2nd GPU only activate when running in crossfire mode?

The second GPU will never do anything unless you're running a fullscreen app with CF enabled.  Other than generate heat.
