Today my Hd4650 have an usage of the gpu clock at 80%-85% and no background process running. please help me!

Have you tried restarting and reinstalling your drivers and catalyst? Sounds like a weird catalyst control center problem.

I did it last night and nothing.. this morning when I start the pc the temperature is abot 35 ºc and no usage, right now with 1 hr of use ( only chrome) it says 80% usage
