Once during updating drivers I ran into the same issue, go into safe-mode, uninstall any .net packages you could, reinstall them, use driver sweeper/fusion, whichever you like more to get rid of any AMD related drivers (optionally you may also use msicuu2.exe first), then start windows normally, install drivers, reboot when prompted and done!
